CHAPTER 467 -  Declaration of War

    In Konoha, Sai prepares to help Sakura find Naruto with the help of Kiba and Lee as part of a four-main team.  Kiba comments to Lee about Sakura’s determination but because this mission is unauthorized, he is concerned about avoiding being tracked by Roots.

    Meanwhile, at the hostel where Naruto encountered Madara, Yamato is busily trying to explain why there’s a gaping hole in the wall.  Naruto ponders over what Madara had said concerning Sasuke, particularly about Sasuke himself choosing the path he has taken.  It is not something Naruto can accept easily and he decides that the only solution is to meet Sasuke face-to-face.

    In the meeting room, Madara has revealed himself to the kages.  Without warning, the Raikage makes a lightning fast charge at him but his punch passes right through his target.  Madara demonstrates a unique ability by warping Sasuke’s body and literally sucking it into the hole of his mask.  He then does the same to Karin and asks her to heal Sasuke for him; Karin materializes inside a sparse dimension with Sasuke’s unconscious body.

    Madara then begins his talk with the kages. He states that Sasuke possesses a rare Sharingan that can activate the Susanoo, so he’s not willing to just hand him over so easily.  In fact, he sent Sasuke here to train those eyes further and even hoped that Sasuke would weaken the kages enough so he could take them hostage - but it seems he was hoping for too much.  The kages demand to know about his Moon Eye Plan, so Madara takes a seat and begins explaining. His goal is to achieve a perfect form for the world by having everything become one with him.  Madara elaborates by explaining about the ancient Uchiha clan stone tablet under Konoha which outlines the secrets of the Sage of Six Paths. Only those with Sharingan can read it, those with Mangekyou Sharingan can decode more, and the Rinnegan even more than that. Because Madara had Nagato under his control as part of Akatsuki, he knows everything inscribed on the tablet.

    He explains that the Sage of the Six Paths saved the world from a great monster - a begin known as the Ten-Tails (Juubi).  To contain the Ten-Tail’s power, the Sage developed a ninjutsu to seal its chakra inside himself - this would become the same ninjutsu that would be used to created Jinchuurikis.  However, the Sage feared that once he dies, the Ten-Tails would be unleashed again. Therefore, he divided its chakra into nine parts and scattered them to all corners of the world. He then blasted the Ten-Tail’s body into the sky where it became the moon.

Madara plans to restore the Ten-Tails and become its next host. He will use its immense power to activate an Infinite Tsukoyomi by  reflecting the genjutsu from the moon itself.  By controlling all of humanity with genjutsu, he will create a world without hatred or conflict with everything united.   Naturally the kages think this idea is absurd and point out that a peace born from illusion is only a lie and that Madara‘s world will be one devoid of hopes and dreams.  Madara argues that no one has achieved anything better towards world peace in all of history. He believes that their concept of hope has no true meaning.

   Madara demands that the kages hand over the Eight-Tails and Nine-Tails or he will declare war.  The Raikage is dumbfounded because he believed that Killerbee had already been taken, but Madara explains that the Eight-Tails escaped from them.  The Raikage realizes that Killerbee has used this opportunity to have fun somewhere and explodes in anger.

    Although Madara admits that he has no power himself, he adds that he can use the power of seven of the nine Bijuu to achieve victory.  The other kages refuse to hand over neither Naruto nor Killerbee; they will not abandon hope.  Madara responds by declaring the Fourth Great Ninja War.
