Koharu is a member of the Konoha Elder Council and often appears with fellow council member and former teammate, Homura Mitokado. She was also a former teammate of the Third Hokage, and studied under the First and Second Hokages. Unlike the Third Hokage and his successor, Tsunade, Koharu and Homura both believe that Naruto's movements should be restricted and that he be under constant watch inside the walls of Konoha. They fear for the consequences if Akatsuki were to capture Naruto and gain control over the Kyuubi. |
